A QME is an independent medical exam requested by the California Workers’ Compensation system to answer questions about your work-related injury or illness. The QME doctor reviews your records, listens to your history, performs an exam, and provides an impartial report on issues like diagnosis, cause, treatment needs, and level of disability.

Agreed Medical Evaluations

An AME happens when both sides in a workers’ compensation case (you/your attorney and the insurance company) agree on a single doctor to evaluate your condition. The AME serves the same purpose as a QME—offering an expert opinion—but is chosen by mutual agreement rather than assigned from a state panel.

Subsequent Injuries Benefits Trust Fund

The Subsequent Injuries Benefits Trust Fund program may provide extra benefits if you had a significant disability before your work injury and the combination of the two leaves you more disabled. A medical evaluation helps determine your level of impairment from both the prior condition and the new injury to see if you qualify.

We’re glad you’re here! We understand the QME process can feel unfamiliar or even overwhelming, and our team is here to guide you every step of the way. From scheduling to preparing for your evaluation, we’re committed to answering your questions and making the process as smooth as possible.

How to Schedule Your QME?

If you are unrepresented by an attorney and received a QME panel from your adjuster or the state, you can contact our office either by phone or better yet, you can complete this schedule request form with your panel number and claim information so we can set up your appointment. We also have a PDF version you can download if you prefer to submit that version of the form via email or the HIPAA compliant portal.

If you are represented, then your attorney or claims representative may schedule directly with us. We’ll confirm your date, time, location, and any special needs, such as an interpreter. You’ll also receive a letter with information about parking, accessibility, and what to bring.  You will receive a text message reminder one to two days before your scheduled evaluation. Our team is here to make the process smooth from start to finish. 

How to Prepare for Your Evaluation?

Arrive early to allow time for parking, check-in, and paperwork. Bring a valid photo ID and your email address. Wear comfortable clothing and shoes so you can move easily during the exam. Make a list of your medications, treatments, and important dates to help you remember details. If you take pain medication, continue as prescribed, but be ready to explain how it affects your daily activities. Expect your evaluation to take approximately 60-90 minutes.

What to Expect After Your Evaluation

Your QME report will be sent directly to the parties involved in your case, such as your attorney and the insurance company—it will not be given to you at the appointment. The report will be completed within 30 days and will address the questions asked by the state or the parties, such as the cause of your injury, your level of disability, and whether you’ve reached maximum recovery. If new medical information comes in later, a supplemental report may be requested. For updates on your case, please contact your attorney or claims representative. We do not make treatment decisions as part of a QME.

How a QME helps settle my case

If you are considered permanent and stationary (meaning you have stabilized and unlikely to change substantially in the next year with or without medical treatment), the QME report is then used to determine permanent disability rating. A rating is a percentage that estimates how much your disability has impacted your future earning capacity. If the rating determines that you have ratable permanent disability, then you should receive permanent disability award and permanent disability benefits. After you receive a rating, your attorney can start working on a settlement offer to present to the defendant. If you don’t have an attorney, your adjuster will help settle your case.

Providing complete demographic and case information ensures we can process your request without delays. Once your form is submitted, our team will confirm the appointment date, time, location, and any interpreter needs. You will also receive instructions for preparing for your evaluation.

Uploading Records

Medical records, diagnostic reports, and any other case-related documents can be securely uploaded to our HIPAA-compliant Box.com portal. This system encrypts your files to keep your private information protected. Uploading all relevant records well in advance helps us conduct a more efficient, thorough evaluation and avoids needing a supplemental report or follow-up requests.

Dr. Michael Amster

Dr. Michael Amster has been a Qualified Medical Evaluator since 2007. He brings a rare combination of deep clinical expertise, medical-legal experience, integrity, empathy and warmth, and a passion for advancing human well-being. He divides his professional time between medical-legal evaluations, clinical practice, and groundbreaking research on positive emotions and their impact on health.

Board-certified in Family Medicine and Pain Management, Dr. Amster earned his medical degree from UC Irvine in 2001, completed his family medicine residency at UC Davis, and pursued an anesthesia-based pain management fellowship at the University of Iowa. Dr. Amster spent the first 15 years of his practice at NorthBay Healthcare in Solano County, where he founded and directed the Pain Management Department.

Jubbie Montepio

Jubbie Montepio has been the Office Manager at Integrity Medical Legal since 2018, where she plays a key role in overseeing operations, ensuring exceptional client support, and upholding the highest standards of care. She brings over a decade of experience from her previous role at a pain management medical office, where she served as Medical Legal Coordinator and Office Services Manager from 2007 to 2018. Jubbie’s strong foundation in legal administration stems from her paralegal training at Merritt College.  Her leadership is marked by professionalism, efficiency, and a deep commitment to service excellence. Jubbie is known for her collaborative spirit and attention to detail, which contribute to the seamless functioning of the practice. Outside of work, she loves to travel and enjoys spending quality time with her family. 

QME Assistant

Stephanie Rivers

Stephanie Rivers has worked as a QME Assistant at Integrity Medical Legal since 2023, specializing in records management, evaluation scheduling, and medical report preparation. She is detail-oriented and ensures compliance with legal and administrative procedures while supporting physicians and clients with efficiency and care. Known for her strong communication skills and ability to work independently, Stephanie helps maintain smooth daily operations across the practice. She is dedicated to providing high-quality administrative support with accuracy, discretion, and professionalism. Stephanie is currently pursuing Pre-Nursing studies at San Joaquin Delta College and previously studied Kinesiology at Boise State University, reflecting her strong interest in healthcare and patient-centered service.

Marta Rivers

Marta Rivers has been an Office Assistant at Integrity Medical Legal since 2022, where she supports scheduling, client communication, and day-to-day office operations. With over 23 years of experience in administrative support and office technology. Marta is also proficient in using Merus Case software due to her exposure to the software while working as a Legal Assistant for a workers' compensation defense attorney firm, she also worked as a Legal Assistant for an applicant’s attorney firm and personal injury cases. Prior to these roles, she served as a Med-Legal Coordinator at a pain management medical office. Known for her reliability and efficiency, Marta is a vital part of the team’s success. In her free time, she enjoys being with her family and exploring the natural beauty of Northern California.

Karen Sanders

Karen Sanders joined Integrity Medical Legal in 2014 as Office Manager and, in her semi-retirement, transitioned to the role of IT expert and technical lead in 2018. With over 35 years of experience in legal technology and litigation support services, she has provided training and technical support to attorneys, investigators, paralegals, and administrative staff. Karen has managed and installed complex Wide Area Networks and servers, successfully leading multiple platform migrations as technology evolved. She previously served as IT Manager at the Federal Defender’s Office for the Eastern District of California, retiring in 2013 after more than two decades of service. Her deep expertise in both legal and technical systems has been instrumental in streamlining operations and implementing HIPAA-compliant, cloud-based solutions for a fully mobile work environment. Karen remains a valued resource and innovator for the Integrity Medical Legal team.
